TOPIC <#channel> :[new topic]

With only a channel argument, TOPIC shows the current topic of
|
|
the specified channel.
|
|
|
|
With a second argument, it changes the topic on that channel to
|
|
<new topic>. If the channel is +t, only chanops may change the
|
|
topic.
|
